Do we show payment in forex in cash or accrual basis in notes to accounts???

The wordings used in Companies (Disclosure of Particulars in the report of Board of directors)Rules,1988 is " total foreign exchange used and earned" and not paid or received. So, as per my understanding, accrual basis may be followed.
