AS PER COMPANIES ACT, MINIMUM PAID-UP CAPITAL OF A PUBLIC COMPANY SHOULD BE 5 LAKH.
BUT PLEASE LET ME KNOW THAT WHETHER PUBLIC COMPANY IS REQUIRED TO HAVE SUCH PAID-UP CAPITAL AFTER GETTING CERTIFICATE OF INCORPORATION AND BEFORE GETTING CERTIFICATE OF COMENCEMENT OR AFTER GETTING CERTIFICATE OF COMMENCEMENT?

WHETHER ANY CA IS REQUIRED TO CERTIFY THAT MINIMUM PAID-UP CAPITAL REQUIREMENTS ARE COMPLIED WITH BY PUBLIC COMPANY?

Please read definition of public company which already talk about minimum paid up capital of public company this is also mentioned in MOA of the company.

Yes at the time of Certificate to commencement of Business the minimum paid up capital should be 5 lacs and no need to CA certificate in this regards.
