Non filling of income tax return - reg

IT Dept. has send letter to a retaired school teacher at the age of 78 yrs. for nonfilling return for fy 2013 -14. they said in information summary TDS - 194 A & AIR - 007 for Sold immovable property valued at Rs 30,00,000 or more.
but he has not sold any property during any financial year. my question is whether he will register and file nil return or communicate a letter with IT Dept.regarding such matter ?

Communicate with a letter stating not sold any property and not earning any taxable income for which return is to be filed.
