From when will the new rates of Service Tax be applicable or are they applicable as Excise rates... From the day they are said in union budget?

they are yet not notified by department so wait till they are notified and current rates shall prevail i.e 12.36%

In Point No. 3.3 it is clearly mentioned that "The new Service Tax rate shall come into effect from a date to be notified by the Central Government after the enactment of the Finance Bill, 2015."
So till the new rates are notified Service Tax rate will be 12.36%.

Revised Service Tax Rate will be applicable from 01.06.2015.
