Mode if refund payment

Mode of refund payment for one of my client is shown as "Government" in Form 26AS. What does this mean? Refund us yet to be received. Pls Help

government in the 26as means the amount against "govt" has been recovered by the it department by setting off the dues /arrears recoverable, against any refund due to the assessee.
