is there is any change in passing mark (ie)40 to 50 and Average of 50 to 55 % is required for future ,

Nothing like that, still notification has not came..have to wait and see

If there is any such change, it is always given in the examination form instruction which is provided with the form. You can confirm these percentage from the examination form for Nov 2009 exams.
