Migration of income tax file

27 January 2013 I stay at Mumbai from April, 2008 and have been submitting my income tax return in Mumbai from the AY 2007-08. I am a salaried individual . I have never got any intimation of assessment from any Income Tax office and also did not bother as I did not claim any refund ever . I filed my return always in the city where I stayed ( Purulia, Burdwan , Asansol, Kharagpur , Kolkata , Pune etc) and always on time .

A friend advised me and I changed my address to Mumbai in PAN on 29.06.11 . In Sept 2012, I received a notice in my Mumbai address under sec 143(2) to appear before the AC (T) in Kolkata on 9th Nov, 2012 for AY 2011-12 without any list of documents . I responded on 5.10.12 by requesting for a file transfer to Mumbai where I stay with the above reasons. As I received no reply before the hearing date in Nov 9th , I requested a friend of mine to meet the officer and request for the documents . The officer however was not prepared at all , could not give any list of requirements and advised to get in touch in June 2013.

On 13th Jan , 2013 however I have received a notice from JCT at Kolkata under Sec 142 (1) , this time to submit a number of documents on Feb 7th before him in connection with same AY . I found out that the earlier ACT is transfered and the file is thus with this JCT . I sent a letter immediately requesting once again to transfer my file to appropriate AO in Mumbai citing the above reason. I sent a friend also with another copy of letter to hand deliver . He met the JCT who refused to receive the letter , insisted that I must meet him on 7th Feb . There being no inward section in the office ,my friend has sent the letter by Registered Post .

Now what do I do ? It is impossible for me to attend the tax authority in Kolkata as I am in Mumbai .

27 January 2013 You may authorise a CA (AR) on behalf of you to represent your case through a Letter of Authority in his favour and send the relevant documents to your AR for submission before the authority.

27 January 2013 Thank you Sir . But it would mean appointing a CA in Kolkata , spending money for his work and no real control on how I am being represented . I have been advised that it takes an average of 5 to 6 meetings with the authorities .

Is it not possible to get this file migrated to Mumbai ?
