Increase of Maharashtra Vat Rate from 5% to 5.50% is effective from which date?? is it applicable from 01/04/2016? Kindly confirm.

it is effective with effect from 01/04/2016. (Technically speaking, unless the bill is passed, the rates can NOT be said to be effective. The bill is reportedly signed by the Governor of Maharashtra last week end)
