What is Luxury tax? When it should be charged and by whom?

It is a tax levied by the state government. In my state(Kerala) it is applicable to hotels, Marriage halls, house boats etc. Registration under the act, monthly filing of returns, assessment etc are controlled by the jurisdictional Commercial Tax Office of the state government.
