yes till 31.3.2015 for ay 13-14 belated return under sec 139(4) is allowed provided no assessment is completed by ao

Since the return is filed after the end of relevant AY i.e., after 31.03.2014 a penalty of Rs 5000/- may be imposed u/s 271F. Rs. 5000/- is the maximum penalty. Levy of penalty is at the discretion of AO after giving assessee a reasonable opportunity of being heard.
