Joint commisioner not allow authorised rep in proceddings

My Client get Notice U/s.131 Witness. During proceeding with Income tax officer , Joint comissioner of Income tax of that area not allow me to seat with my client while questioner ask by income tax officer in his cabin. My client wanna me to seat with him. I wanna know what is my right in this situation ?
Can Joint Commisioner of Income tax can do so ?
