If a person having taxable income in current year than he will filled the return under respective
provision but In subsequent year he does having taxable income then is it compulsory to filled the return on regular basis ?

No its not compulsory. See section 139(1).
But its advisable to file Income Tax Return regularly and maintain your Income Tax File.
