If an authority(Mumbai) raise bill on me(Delhi) and charges IGST, can i take input tax credit of that bill in Delhi?

Yes, you can take input IGST against IGST output on your supply, after adjusting IGST then you can start adjust CGST and finally if any balance is available you can adjust SGST/UTGST if any
