IT Refund

Mr. X has not got his IT Refund for the A.Y 10-11 and 09-10. Can I write a letter to the Income Tax Officer regarding the refund. And what all documents will I have to attach with the letter? And I will have to file the letter in the same ward in which the return was filed right?
Please guide.

There is time for getting the refund of AY 2010-11. But you should have got the refund of AY 09-10. Please wait for a couple of weeks then you can visit your respective IT Deptt.
