As per recently issued Notification no. 1/2019 are we again liable to pay GST under RCM if purchased from Unregistered Person w.e.f. 01.02.2019?

No You are not liable to pay GST on purchased from unregistered . It will be applicable for specified person as to be notified by Govt . ( Notification is still awaited )
