my query is "is it important to mention section in law for getting extra marks ?" or "is it voluntary act?"

Quoting relevant section and case laws will fetch you good marks but its not mandatory. Always try to remember important sections and case laws. Quote sections and case laws only if you remember correctly.

very important in Law is the "LANGUAGE".
