Sir,
Does, an Entity having registered in 2014 as First Stage dealer under Central Excise Act and having new PAN based registration no., required to obtain a separate ECC no. for transferring credit as a dealer/importer.

ECC registration is PAN based. As there is change in your PAN number. You need to consult your range inspector/superintendent.
( Mostly it you should surrender old one and apply for New for registration on basis of new PAN)
