Is any Service Tax on CABLE OPERATOR’S SERVICES?

Our Cable provider is charging Rs.250 PM but not giving any bill or receipt.
According to him he is paying all taxes regular.
But as I Know he not making payment to any taxes.
His all business around 12-13 Lacs per anum.
please tell me which indirect taxes he have to pay?
Pl provide if any reference is their .

Service tax applicable 10.30%. turnover up to 10 lac is exempted to pay service tax.
