you can register anytime you want to. however ipce attempt will depend on when you register. if you are registering under direct scheme, you should have started articleship on 1 feb to be eligible for nov 14 attempt.
for CPT route, you need to register before 1 March for November attempt

dear nikhil, when an ipcc person is going to appear for may 2014 and suppose he starts his reg process in dec 13 then in this case icai will take atleast 1.5 months to 2 months and then he will getting his reg letter by 1 feb 2014 or so....i always first refer the query and then only start writing after applying my mind.
For ipce, you need to register atleast 8 months before the first day of month in which exams are held (for cpt route) and atleast 9 months for direct entry.
goiny by your eg, if i register in dec 13, i will be eligible only for nov 14.

if u read my 1st reply properly i have used the words suppose an ipcc person registers for ipcc in dec i have not said its a rule its u who have argued that
"for ipce u need to register for 8 months....etc"
so onus lies on you rather then counter questioning me u provide the link na???????
