Interest rate of service tax

10 January 2016 dear sir, my client have made the short payment of service tax upto 31st march 2014 and he has received notice from service tax department to pay the service tax with interest @ 18,24,&30 % but he is small service provider having gross receipt upto 60 lac do there is reduction of 3% but my question is whether he has to pay service tax @15,21 &27 or there was previous provision of interest @flat 15 % upto 30/9/2014 but the officer says that he has to pay @ 15,21 &27 % whether it is correct or not? because at that time interest rate was 15% only

11 January 2016 but sir we have made payment in december 2015 of short payment of 2013-14 & 2014-15 @ 15%,21%,27% whether it is correct or not or we have to made payment @ 15 % please let me know what to do whether it is refundable or not?
