we want to form a ltd. co. in india along with three company one from pakistan other from America and four individual from india, what extra formalities we have to follow.

for formulation of company outside india you have to coply the applicable laws of that state ( Country) where you want to form the company. in india you have to comply in this regard only FEMA provision - direct investment outside india.... and also pass a resolution confirming this ... resolution may be special or oridnary (u/s 372A) and Board resolution u/s 292

You need to check the work that indian Co wishes to do , whether the same is permitted or not.
Also there may be some issues due to Pakistan Co's shareholding. Approval from central Govt. needs to be taken.
