THE PROBLEM IS WHEN FILLING THE FORM, AFTER PRESCRUTINY THE SUMBIT OPTION STIL HIGHLIGHTING..

That should not be a problem if you get a message saying no prescrutiny errors were found. After getting such a message, save the form and try to upload. If the upload is not happening, then you will have to try again after sometime. Also try to do the prescrutiny from a different system. You may also try to fill up a completely new form.
