What is the difference between notification and circular in the Income tax Act 1961.

notification is a part of act, and have the mendatory force,
for department,assessee,and judicary,
and circluar is issued by the cbdt for clarification and only bounding the income tax authority,
tribunal and court is not bounding for circular
