hi
please advice my friend had filed income tax return from last 20 years. he had filed FY 2017-2018 on 24th july 2018. same time he saw that he was missed ITR return for FY 2016-2017.
so please advice can he filed ITR FY 2016-2017 now. and how is procedure.

ITR of FY 2016-17 can be submitted till 31.03.2019. You can submit the belated return online u/s 139(4).

Barred by time. Voluntary filing is not possible unless there is a refund and in that
case seek prior permission from CIT under section 119(2)(b) and file return.

Yes... I agreed to Mr Chackrapani Warrier Ji view...
No way for filing in Normal provisions. If any refund claim then assessee can move with condonation delay request as per above said section. If permission granted then go to file.

Thanks for correction Warrier Sir...I was quoting earlier provision now there is a change in section 139(4).
New provision says:
"Section 139(4) -Any person who has not furnished a return within the time allowed to him under sub-section (1), may furnish the return for any previous year at any time before the end of the relevant assessment year or before the completion of the assessment, whichever is earlier.”;
Warrier Sir here I have a small query --- What will/could be "the completion of assessment where the returns u/s 139(4) has not been submitted before the end of relevant assessment year".??
