can a salaried person (individual) file his income tax return for FY 2013-13 as per u/s 119(2)b

Check the Financial year. If it is Financial Year 2013-14 then the belated return u/s 139 (4) can be filed till 31.03.2016 subject to penalty u/s 271F.
