DOES INDIA HAVE A DTAA WITH BHUTAN ?? AND IS IT NECESSARY FOR A PERSON EARNING SALARY IN BHUTAN AND FILING RETUNS AND PAYING TAX IN BHUTAN TO FILE INCOME TAX RETURN IN INDIA ?? IS ANY BENEFIT AVAILABLE ??

is the person is resident in India, then he is required to file tax return in India. Where he is not a resident but has any source of income arising India, then he needs to pay taxes in India.
With regards to question of DTAA, India has a Limited Agreement with SAARC Nations, which includes Bhutan.

well cost benefit, is to have the updated DTAA from income tax website rather buying the updated editions every now and then, especially when Indian govt is on a spree for renegotiating DTAAs across world

if the person is resident of India, then you have to compulsorily file the return of Income in India. for a resident the global income is taxable in India.
claim credit for the taxes paid in Bhutan under section 90/91.
