Is there provision of getting income tax exemption certificate from income tax authority, if the assesse is eligible for exemption as he falls under schedule tribe under section 10(26)

Any permanent certificate can be availed for non deduction of TDS from various party

yes, you can make the application to the concerned Assessing Officer.... Once the Assessing Officer is saticfied, s/he will issue the letters in favour of those payers for NON deduction of tax
