Can I submit now A.Y. 2014-15 Income Tax Non Taxable File? Will it be penalized in future or not?

Yes you can file the belated return u/s 139(4) upto 31.03.2016. If you were required to file return u/s 139(1) then a maximum penalty of Rs 5000/- may be levied by AO, after giving assessee an reasonable opportunity of being heard, u/s 271F.
