Implemantation of the union budget proposals 2015

Dear Sir,
The Union Budget 2015 was presented on 28.02.15.
When would be the date on which such changes as proposed in the budget would become applicable?
I am of the opinion that it would be applicable from 01.04.2015. The Budget would also be passed at the Rajya Sabha first.
Please comment and help.

You are right the application starts from 1.4.2015 for that financial year, assessment year will be AY2016-17.
