GTA services provided by an INDIVIDUAL to another INDIVIDUAL(for business purpose)

who will be liable to pay S.T

08 January 2013 if the service provider is an individual operator who has not registered and the service receiver is the individual not having the s.t registration who is required to pay s.t(i think no one is required to pay s.t......)if there is any mistake please clarify me sir........
