If GTA is not claiming abatement then who is liable to pay 100% whether service provider or service receiver ???

GTA has to mentioned in their LR , who is liable to pay S.tax
And even nothing is mentioned in LR then s.tax is borne by person who is responsible to pay freight to GTA
