AS PER GSTR 2A RS. 16,75,000/- AND AS PER BOOKS AMOUNT IS 18,95,000/-..
WHEN GSTR9 FILED DIFFERENCE AMOUNT TOBE PAID OR NOT?
INCASE NOT PAID PLEASE SEND NOTIFICATION OR RULE.

You need to reconcile and find the exact reason for such a difference . After that only you can decide whether to pay or not.
For certain payment liability such as RCM, Import, it will not be in 2A whilst your books of Accounts will reflect these amounts.
