Hello All
please help with the below query..
is there any official notification for the person registered with composition scheme under GST to supply goods outside the state..?

No such notification. They can only made interstate inward supply not outward supply.

Sec.10 of CGST act specifically stating that composite dealer cannot make Inter state outward supplies
