Goods distributed as free samples

why in case of goods distributed as free samples 'purchase account' is credited, where actually no purchase is made. is it correct if goods a/c is debited? will it make any difference?

Goods distributed means they are going out from purchases made so it should be reduced from stock and not purchases.
