Free warranty claim vat chargeable or not

hi,
one of my client is car dealer. sales tax deparment demanded vat on free warranty sparepart replacement. is he liable to vat on such sparepart replacement which are replaced free of cost?

Basically VAT is applicable on either sale or given free of cost
