Is it mandatory to file form no 23 only when there is special resolution or in case of resolution with simple majority also?

please refer section 192(4)of the companies act, 1956 i.e. Registration of certain resolutions and agreements

Totally agree.
Form 23 is required to be filed for every resolution covered by the list given u/s 192(4).
