If any employee paid Annual TDS & ITR filled himself & after that he request for form 16.
in that case can we issue the form 16 for same. If yes then please share the process

TDS payable amount paid by themselves at the time of ITR filling.
deducted TDS payment & return still pending from company end. He required ITR for loan purpose. So paid same TDS payable amount themselves .

How can deductee self pay TDS.Only deductor can do so & file IT return.

It is tax challan not TDS. No form 16 issued in respect if same.
File ITR return & give acknowledgement of same ti client.
For Tax detail you check 26AS form & give it to your client.

in that case you can issue salary certificate in place of downloading form 16
