if employer refused to issue form 16 then what opton available for issue form 16???

TDS deductor is obliged to issue Form 16 Certificate to the Deductee well in time and in case of delay / non-issue, he would be liable for penalty @ Rs. 100/= per day of default, for which you may approach your / Employer's ITO in writing so that a proper proceeding be initiated by the IT Authorities
