If an employee resigns on 26th Sept and joins in a new company. He needs to submit some proof showing the income and tds deducted by previous employer. hence the previos compnay can issue form 12B in the middle of the year for the ex employee.

Form 12B is signed and issued by employee. You can submit the Form 12B to your new employer.
