Is it possible to file first Balance sheet of a new company without filing 23B?

Form 23B is for "Information by Auditor to Registrar"
So i think even if form 23B is not filed by the Auditor Company may file the Balance Sheet & P/L with the ROC in form 23AC & 23ACA (XBRL if applicable).
