What is Dividend Balancing

Hello,
Earlier , Industrial units operating in 22 consumer-products industries were subject to dividend balancing with the matching export earnings for seven years.Dividend balancing had been abolished dividend balancing July 2000.
Under this , the aggregate of outflow of foreign exchange for dividend purpose should not be more than the aggregate of export earnings of these industrial units .
