Exempt Sales - Under VAT...Clarification needed

Dear Experts,
While auditing a private limited company, sales done by the private limited company is exempt under VAT Act. I just asked a question even though it is exempt are u filing Nil VAT return for the company so that i can verify the sales filed by the company.
For this question i have been criticized by the employee of that company whether i knew anything about VAT.
I am really confused, is it that much wrong to ask a question like this?
Please experts clarify my stand.

If the client has taken registration under VAT, he has to file the return. atleast nil Return.
