Exam Fees Carry forward

Hi
I had paid the CA Final fees USD 400 to appear from UAE centre as I am working in Kuwait, but unfortunaely my residecy in Kuwait was not renewd due to some regulation in the ministry here. I could not travel out of Kuwait hence, could not attend the exams. Can I get carryforwad of fees or any relaxation
