My 09 month of articleship will be fully complete by 16th may 2014.
Am I Eligible to write 27th may 2014 IPcc Exam??

unfortunately may not...you need to wait for the detailed exam form to be out. Normally it is required that you finish the 9 months as on 1 day of the month in which exams are held.
we were hoping that they will come out with a all June schedule..
please contact the ICAI regional office immediately for a confirmed clarification.
