If the supplier sending the material on there own, and if they are outside Karnataka whether they will be having access to the website provided and given user ID and password to generate the 10 digit number.

e-sugam forms can be generated only by the registered dealer in the state of Karnataka, therefore in order to generate first supplier should be a dealer, if he is dealer then form can be generated across India, no matter where he is.
