Dear Sir,
As per the new format of income tax website, whether only a CA can register PAN of his client by submitting his enrolment no. and digital signature
or
a tax advocate also can register his client PAN.
Please advise me.

Anyone can register his PAN or the PAN of any other person.
There is no requirement to mention the membership number or any other particulars.
