Dear Sir,
As per budget is there any change in charging of depreciation to the fixed Assets, if "Yes" then from which year it is applied

There is no change as such.

If any change in the budget is made effective from 1-4-2013 it has to be construed as effective for AY 2013-14.

as per my knowledge there is no change in Depreciation in this budget
