Delay in the submission of Form C beyond 45 days

I have read in the CST act that in case the form C is not submitted to the department within the next quarter, then the same can be submitted within the commencement of the assessment.
Kindly let me know where the same is found in the act (viz the section reference and the rules if any)
Kindly resolve this query at the earliest./;
Note: Kindly note that period of 45 days is mentiioned in the subject. it should be within next quarter.

Pl refer rule 12(7) of the Central Sales Tax (Registration and Turnover Rules)1957.

In my opinion the declaration are to be produced at the time of the assessment only and not before.
