Can a defective return be revised without replying to notice for Defective Return received u/s 139(9).

You have to reply to the notice and then you are allowed to revise the return.

No, can't revise because there is no valid original return since the filed return is marked defective.

Regenerate Xml with requisite data and choose options return u/s139(9) quote original return ack number and date and CPC Notice number and date, upload same with tax Login u/s139(9)
