If an Assessee claims a deduction U/S 80GG & also given declearation under form 10BA then where to file such declearation - because such declearation with ITR cannot be filed as the ITR is a paper less return

It can't be filed along with the return of income as you rightly pointed out. Inference, therefore, is to be filed if called upon under scrutiny assessment.
